Singapore Institute of International Affairs (SIIA) Senior Fellow Dr Oh Ei Sun noted that recent difficulties in advancing key reforms place the government in an awkward position, potentially requiring it to roll out alternative measures that may carry deeper political costs as “consolation prizes” to sustain its reformist credentials.
